CivFolio is the meta-city in the empire: the portfolio framework itself. It takes Phil's own body of work and renders it as a 4X-inspired world map, with projects as cities, Great Works as landmarks, and growth over time as a campaign.
It is intentionally both a personal artifact and a reusable open-source starter. That makes it part demo, part framework, and part statement about how software portfolios can feel authored instead of interchangeable.
